2.0 Environmental Setting <br />Avion Project SEIR <br />Page 2-5 <br />2.4.4 Multiple Species Conservation Program <br />The MSCP is a comprehensive habitat conservation planning program for San Diego County. A goal <br />of the MSCP is to preserve a network of habitat and open space, thereby protecting biodiversity. <br />Local jurisdictions, including the City of San Diego, implement their portions of the MSCP through <br />subarea plans, which describe specific implementing mechanisms. MHPA lands are those that have <br />been included within the City’s MSCP Subarea Plan for habitat conservation. These lands have been <br />determined to provide the necessary habitat quality, quantity, and connectivity to sustain the unique <br />biodiversity of the San Diego region. MHPA lands are considered by the City to be a sensitive <br />biological resource. Approximately 18,97 acres of the project site is within the MHPA, with the MHPA <br />surrounding the area to be developed. <br />2.4.5 Air Quality Plans <br />Air quality plans provide an overview of the region's air quality and identify the pollution-control <br />measures needed to expeditiously attain and maintain air quality standards. The region’s plans <br />include the San Diego Regional Air Quality Strategy, addressing state requirements, and the San <br />Diego portion of the California State Implementation Plan, addressing federal requirements. <br />2.4.6 Water Quality Plans <br />The Water Quality Control Plan for the San Diego Basin designates beneficial uses for water bodies <br />in the San Diego region, and establishes water quality objectives and implementation plans to <br />protect those beneficial uses. The City’s current Storm Water Standards Manual provides <br />information to project applicants on how to comply with the permanent and construction storm <br />water quality requirements in the City. <br />2.4.7 Olivenhain Municipal Water District Sphere of <br />Influence <br />The Olivenhain Municipal Water District (OMWD) Sphere of Influence (SOI) defines long-range <br />service boundaries for a city or special district. The project site is located within the OMWD adopted <br />SOI and sewer service SOI. <br />
