5.0 Environmental Analysis 5.2 Biological Resources <br />Avion Project SEIR <br />Page 5.2-1 <br />5.2 Biological Resources <br />This section evaluates potential biological resources impacts associated with the project. The <br />following discussion is based on the Biological Technical Report and appendices (including the <br />Jurisdictional Waters Delineation) (RECON 2019a) prepared by RECON and included as Appendix B. <br />5.2.1 Relationship to the Black Mountain Ranch <br />(Subarea I) Subarea Plan <br />The analysis in this section updates the biological resources analysis in the 1998 Environmental <br />Impact Report (EIR), with an emphasis on effects that were not addressed in the previous report. <br />5.2.2 Existing Conditions <br />RECON biologists conducted a general biological survey of the project site on November 13 and <br />December 8, 2017, to document the existing conditions of the biological resources occurring on the <br />site. The project site was walked on foot and notes were taken on the flora and fauna observed <br />during the survey (Table 5.2-1). A jurisdictional waters delineation was conducted on November 29, <br />2017 on the site to locate the extent of any wetland and non-wetland waters. A spring survey for <br />sensitive plant species was conducted on the site on March 21, 2018. This survey also included a <br />focused spring survey for thread-leaved brodiaea.
