5.0 Environmental Analysis 5.2 Biological Resources <br />Avion Project SEIR <br />Page 5.2-12 <br />c. Sensitive Wildlife <br />Impacts to Cooper’s hawk and/or rufous-crowned sparrow would be significant. <br />d. Jurisdictional Waters and Wetlands <br />No impacts to federal, state, or city jurisdictional waters, including wetlands, would occur. <br />5.2.4.4 Mitigation, Monitoring, and Reporting <br />a. Vegetation Communities <br />MM-BIO-1: Upland Vegetation Communities <br />Mitigation for impacts to coastal sage scrub (Tier II habitat), southern mixed chaparral (Tier IIIA <br />habitat), and non-native grassland (Tier IIIB habitat) communities would be achieved through the <br />preservation of habitat on the site located outside of the development area. Prior to issuance of any <br />construction permits, including but not limited to, the first Grading Permit, Demolition Plans/Permits <br />and Building Plans/Permits, the project would demonstrate to the satisfaction of the City that <br />impacts to a total of 15.2 acres of sensitive vegetation would be mitigated by the on-site <br />preservation of 24.03 acres of sensitive vegetation as summarized by habitat type in Table 5.2-5. The <br />preserved habitat areas on the site would all be within the boundaries of the MHPA Boundary Line <br />Adjustment (BLA) dedicated to the City in fee title. Acceptance of land dedicated in fee title is subject <br />to approval by the City’s Park and Recreation Open Space Division. <br />MM-BIO-2: Standard City Construction Measures <br />Prior to issuance of any construction permits, including but not limited to, the first Grading Permit, <br />Demolition Plans/Permits and Building Plans/Permits, mitigation for general impacts to biological <br />resources would be incorporated via standard measures including general mitigation measures, <br />biological protections during construction, (includes monitoring, preconstruction meetings, and <br />development of a Biological Condition Monitoring Exhibit, etc.) as described below. These Biological <br />Resources Protection requirements shall be depicted on the construction documents verbatim and <br />implemented accordingly. <br />
