5.0 Environmental Analysis 5.5 Air Quality <br />Avion Project SEIR <br />Page 5.5-14 <br />• A water truck shall be dedicated to pre-wet the ground surface. <br />• Detergent, if necessary, shall be added to the water truck to reduce the surface tension of <br />the water and promote soaking into the surface materials. The water used shall be confined <br />to the area of the shot and not be allowed to migrate out of the work limits. Confinement of <br />the water shall be achieved through use of earthen berms, ditches, or other containment <br />features that shall prevent migration of the water outside the work area. <br />• Once the boreholes are loaded with blasting agent, a final soaking shall occur just prior to <br />the shot. <br />5.5.5.5 Significance after Mitigation <br />Implementation of MM-AIR-1a and MM-AIR-1b would reduce potential impacts associated with dust <br />generated from blasting operations that would have the potential to release naturally occurring <br />subsurface arsenic to below a level of significance. <br />5.5.6 Issue 3: Odor (Construction) <br />• Would the project create objectionable odors affecting a substantial number of people? <br />5.5.6.1 Threshold <br />Per the City’s CEQA Significance Determination Thresholds, determining the significance of potential <br />odor impacts should be based on what is known about the quantity of the odor compound(s) that <br />would result from the project’s proposed use(s), the types of neighboring uses potentially affected, <br />the distance(s) between the project’s point source(s) and the neighboring uses such as sensitive <br />receptors, and the resultant concentration(s) at receptors. <br />SDAPCD Rule 51 (Public Nuisance) prohibits emission of any material that causes nuisance to a <br />considerable number of persons or endangers the comfort, health, or safety of any person (SDAPCD <br />1969). A project that proposes a use that would produce objectionable odors would be deemed to <br />have a significant odor impact if it would affect a considerable number of off-site receptors. <br />5.5.6.2 Impacts <br />During construction, diesel equipment may generate some nuisance odors. Sensitive receptors near <br />the project site include residential uses; however, exposure to odors associated with project <br />construction would be short term and temporary in nature. <br />5.5.6.3 Significance of Impacts <br />Exposure to odors associated with construction would be short term and temporary in nature, and <br />impacts would be less than significant.
