Tsai <br />155 South El Molino Avenue <br />Suite 104 <br />Pasadena, CA 91101 <br /> <br />Subject: Comments on the Bowery Mixed-Use Project (SCH No. 2019090011) <br />Dear Mr. Tsai, <br />We have reviewed the January 2020 Draft Environmental Impact Report (“DEIR”) for the Bowery Mixed- <br />Use Project (“Project”) located in the City of Santa Ana (“City”). The Project proposes to demolish three <br />existing buildings totaling 212,121-square feet in order to construct 1,150 multi-family residential units <br />and 80,000-square feet of commercial retail/restaurant space, including an 18,000-square foot retail <br />shopping center, 5,000-square foot fast casual restaurant, 25,000-square foot quality restaurant, <br />25,000-square foot high turnover sit down restaurant, 5,000-square foot fast food restaurant, and <br />2,000-square foot coffee/donut shop. The Project also proposes to construct 183,363-square feet of <br />open space and recreation amenities and 2,355 parking spaces on the 14.58-acre site. <br />Our review concludes that the DEIR fails to adequately evaluate the Project’s Air Quality, Health Risk, <br />and Greenhouse Gas impacts. As a result, emissions and health risk impacts associated with construction <br />and operation of the proposed Project are underestimated and inadequately addressed. An updated EIR <br />should be prepared to adequately assess and mitigate the potential air quality and health risk impacts <br />that the project may have on the surrounding environment. <br />Air Quality Unsubstantiated Input Parameters Used to Estimate Project Emissions <br />The DEIR’s air quality analysis relies on emissions calculated with CalEEMod.2016.3.2.1 CalEEMod <br />provides recommended default values based on site-specific information, such as land use type, <br /> <br />1 CAPCOA (November 2017) CalEEMod User’s Guide, http://www.aqmd.gov/docs/default- <br />source/caleemod/01_user-39-s-guide2016-3-2_15november2017.pdf?sfvrsn=4.
