Approve an appropriation adjustment accepting Bureau of Reclamation WaterSMART grant <br />funds in the amount of $1,200,000 into the Public Works Water Quality & Control Fund, <br />Miscellaneous Revenue, Federal Grant -Direct revenue account and appropriating the same <br />amount into Reserve Appropriation expenditure accounts for future year expenditures. <br />2. Approve an appropriation adjustment recognizing prior year appropriation of $1,050,000 in <br />Bureau of Reclamation WaterSMART grant funds into the Public Works Water Quality & Control <br />Fund, Prior Year Carry Forward revenue account and appropriating the same amount into the <br />Public Works Water Quality & Control, WaterSMART-Watershed Management Program, <br />Reserve Appropriation expenditure account for future year expenditures. <br />DISCUSSION <br />On October 15 2019, the City Council authorized staff to submit a grant application to the United <br />States Bureau of Reclamation (BOR) Sustain and Manage America's Resources for Tomorrow <br />(WaterSMART) Water Energy and Efficiency Grant Program for the Advanced Metering <br />Infrastructure (AMI) project. The AMI project involves, among other things, the transition of <br />approximately 45,000 existing manual -read water meters to new smart meters. This will enable <br />the City to implement technological enhancements such as automated meter reads, leak detection, <br />usage notifications, and an interactive customer service portal. <br />In February 2020, the City was awarded $1,200,000 in BOR WaterSMART grant funding to offset <br />the City's cost for this project. BOR has obligated $1,199,000 to the City, while retaining $1,000 to <br />cover the cost to perform administrative, environmental, and cultural compliance work associated <br />with the National Environmental Policy Act on the City's behalf.
