PROJECT OVERVIEW <br />Creative Issues <br />Purpose: To provide videos that will educate and instruct the public on how to navigate through <br />the City of Santa Ana Planning counter processes and development project procedures. These <br />videos will include, but not be limited to, simple explanations of certain zoning codes, counter <br />application requirements, and online submittals. <br />Audience: City of Santa Ana residents, developers, and business owners. <br />Content/Structure: The video series will consist of a total of 10 videos. (7) Seven 5 — 8 minute <br />videos on "Land Use Applications", and (3) three 10 — 15 minute videos on "Development Code". <br />The total running time of the entire video series will be approximately 75 minutes. <br />Land Use Applications — (1) Accessory Dwelling Units, (2) Certificate of Occupancy, (3) Home <br />Occupation Permits, (4) Front Yard Fence Permits, (5) Major Modification, (6) Development <br />Project Review & Discretionary Permits, (7) Notice of Violations <br />Development Code — (8) Single-family Residential (R-1) zone (additions/new construction, front <br />yard landscaping), (9) Harbor Specific Plan (SP2), (10) Transit Zoning Code (SD84) <br />This video series will feature all original footage. As we suggested in the cover letter, we can film <br />buildings, Accessory Dwelling Units, and drone shots of zoning locations, etc. — where we won't <br />see anyone with masks. These shots will be intercut with our presenter/narrator who will be <br />addressing the viewer against a white backdrop which will include bullet points, text, and <br />graphics that explain the application process similar to the Real ID Application Guide Video on <br />the sample page posted for this Proposal. As an option we can also use animation, including an <br />animated host with fun opening title graphics and modeled buildings with graphical information. <br />Technical Specifications for Live Action <br />The entire series will be shot with a Sony FS7 Mark II 4k camera, on location at City Hall. We <br />recommend a quiet room where we can setup our portable green screen. We also have the <br />option of filming the presenter at our in-house green screen studio where we would have much <br />more control. And another final option it to use animation. The program will be edited on an <br />Adobe CC editing system, and work -in -progress will be posted online on a password -protected <br />web page for easy client review and feedback. Once a final edit is approved we will send the <br />script for Spanish translation and create closed -captions. If we use an animated narrator we can <br />re-record the program in Spanish. For delivery we will compress the program into a file format <br />suitable for direct computer playback and posting on YouTube, or the City's website. <br />EP INC.
