ER No. 2019-85/DBA No. 2020-01/SPR No. 2020-01/SPR No. 2020-02/DDA <br />November 17, 2020 <br />Page 15 <br />On October 20, 2020, the City received a letter from Palmieri, Hennessey, and Leifer LLP <br />representing the Coalition Against Santa Ana Irresponsible Development, which includes the <br />owners of the historic Spurgeon Building at 202-212 West Fourth Street. The letter commented on <br />both the project and Addendum. Written responses to the letter have been drafted to note that the <br />project does not meet any of the criteria identified in Section 15162 of the State CEQA Guidelines <br />requiring preparation of a subsequent or supplemental EIR. Further, the City has determined that <br />an Addendum to the Certified EIR is the appropriate environmental document for the Proposed <br />Project. As a result, no additional CEQA analysis is necessary for the Proposed Project (Exhibit 8). <br />Public Noticing <br />Table 9: Public Notification and Communitv Outreach <br />Public Notification and Community Outreach <br />Required <br />On October 8, 2019 at 6:00 p.m. a community meeting was held at 100 <br />Measures <br />South Main Street in accordance with the provisions of the City's <br />Sunshine Ordinance. Invitations/notices were mailed to property owners <br />and occupants/tenants within a 500-foot radius from the project site. <br />Approximately 13 members of the public attended, as well as 3 City staff. <br />The applicant provided all the required information to the City after the <br />meeting. Details from the community meeting were posted to the <br />project's webpage at https://www.santa-ana.orq/pb/planning- <br />division/major-planning-protects-and-monthly-development-prolect- <br />re orts/3rd-and-0. <br />On October 9, 2020 notification by mail was mailed to all property <br />owners, occupants, and other interested parties within 500 feet of the <br />project site in accordance with SAMC requirements and a newspaper <br />posting was published in the Orange County Register in accordance with <br />SAMC requirements. <br />On October 6 and 13, 2020 pursuant to Government Code Section <br />52201 and 53083 a public hearing notice was published in the Orange <br />County Register and the summary and subsidy report was made <br />available online before the scheduled Public Hearing at <br />htt s://www.santa-ana.or /cd/economic-develo ment-subsid -re orts. <br />Additional <br />Over the past three years, the applicant has conducted one-on-one <br />Measures <br />informational meetings with over 20 businesses or interested parties in <br />and around downtown, along with outreach with the Chamber of <br />Commerce and Downtown, Inc. <br />FISCAL IMPACT <br />The following estimates of potential economic impact were developed by the City's consultant, <br />Kosmont Companies. <br />75A-15 <br />
