Authorize the Executive Director of the Housing Authority to execute two Affordability and <br />Maintenance Restrictions Agreements for the development of the Lacy Street affordable <br />housing project located at 826 N Lacy Street (APN 398-041-22) and 416 Vance Street (APN <br />398-041-22), only differentiated by the address, subject to non -substantive changes approved <br />by the Executive Director of the Housing Authority and Authority General Counsel. <br />2. Authorize the Executive Director of the Housing Authority to execute two 99-year Ground <br />Leases for the development of the Lacy Street affordable housing project located at 826 N Lacy <br />Street (APN 398-041-22) and 416 Vance Street (APN 398-041-22), only differentiated by the <br />address, subject to non -substantive changes approved by the Executive Director of the Housing <br />Authority and Authority General Counsel. <br />DISCUSSION <br />On June 19, 2018, the City Council authorized the Community Development Agency to issue a <br />Request for Proposals (RFP # 18-056) to develop affordable rental and ownership project(s) in the <br />City of Santa Ana with available affordable housing funds. The RFP also included two land assets <br />currently owned by the Housing Authority of the City of Santa Ana at 826 N Lacy Street and 416 <br />Vance Street. The RFP was drafted in compliance with the City's Affordable Housing Funds <br />Policies and Procedures and it was issued on July 1, 2018. <br />80A-1 <br />
