of Santa Ana <br />Section 7: FOG Control <br />Section 7: Fats, Oils and Grease (FOG) Control Program <br />This section of the SSMP presents the City's FOG Control Program for preventing FOG discharge and <br />accumulation in the sanitary sewer system. <br />7.1 Requirements for FOG Control Program Element <br />The City's FOG Control Program helps reduce the amount of FOG discharged into the sanitary sewer system, by <br />including: <br />1) A plan and schedule for the disposal of FOG generated within the sanitary sewer system service area, <br />and a list of acceptable disposal facilities. <br />2) Legal authority to prohibit discharges to the system and identify measures to prevent SSOs and <br />blockages caused by FOG. <br />3) Requirements to install grease removal devices, design standards for the removal devices, maintenance <br />requirements, BMP requirements, record keeping and reporting requirements. <br />4) Authority to inspect grease producing facilities, enforcement authorities, and sufficient staff to inspect <br />and enforce the FOG ordinance. <br />5) Identification of sanitary sewer system sections subject to FOG blockages and establishment of a <br />cleaning maintenance schedule for each section. <br />6) Development and implementation of source control measures for all sources of FOG discharged to the <br />sanitary sewer system for each section identified. <br />7) Implementation of a plan and schedule for a public education outreach program that promotes proper <br />disposal of FOG. <br />7.2 Summary <br />To reduce the amount of FOG discharged into the City's sanitary sewer system, the City has developed a FOG <br />Control Program. The City has identified all Food Service Establishments (FSE) within its service area as part of <br />a monitoring and surveillance program, as per Ordinance No. NS 2921. Accordingly, these FSE's must submit <br />building plans in order to receive sewer service. This process includes an interceptor sizing component and an <br />Interceptor Maintenance Plan, which includes the City's maintenance requirements, BMP requirements, record <br />keeping and reporting requirements. A list of all FSE's is maintained by the City in an FSE Access database and <br />includes all grease removal equipment and documentation requirements. <br />The City has identified the sections of its sanitary sewer system subject to high levels of FOG, and has developed <br />an Operation and Maintenance Program which includes a higher frequency (typically monthly) cleaning <br />schedule for each of these sections. FSEs located upstream of these locations are subsequently inspected more <br />frequently to help control the FOG discharge.
