Expanded Form Orange County Santa Ana Region Sanitary Sewer Overflow Reporting Guidelines Statewide General Waste Discharge Requirements Order No 2006-0003 finds that all federal and state agencies, municipalities. counties, districts, and other public entities that own or operate sanitary sewer systems greater than one mile in length requires notification and reporting of all sanitary sewer overflows (SSOs).
