On September 28, 2020, the Planning Commission held a duly noticed public <br />hearing, and by a vote of 6:0 (Commissioner Phan abstained) voted to: <br />1. Adopt a resolution approving an addendum to the Environment <br />Impact Report for the Transit Zoning Code Project (SCH NO.2006071100) and adoption <br />of a mitigation monitoring and reporting program for Variance No. 2020-05 and Tentative <br />Parcel Map No. 2020-02. <br />2. Adopt a resolution approving Variance No. 2020-05 for the hotel off- <br />street parking requirements as conditioned. <br />3. Adopt a resolution approving Tentative Parcel Map No. 2020-02 as <br />conditioned. <br />4. Recommend that the City Council: <br />a. Adopt a resolution approving an addendum to the <br />Environment Impact Report for the Transit Zoning Code Project (SCH NO. <br />2006071100) and adoption of a mitigation monitoring and reporting program <br />for Density Bonus Agreement Application No. 2020-01, Site Plan Review <br />No. 2020-01, Site Plan Review No. 2020-02, and the Disposition and <br />Development Agreement. <br />b. Adopt a resolution approving Density Bonus Agreement <br />Application No. 2020-01 with concessions and waivers, Site Plan Review <br />No. 2020-01 for a mixed -use development and Site Plan Review No. 2020- <br />02 for a hotel as conditioned. <br />0. On November 17, 2020 the City Council held a duly noticed public hearing, <br />and at that time considered all testimony, written and oral. <br />P. The proposed Project and Parking Structure will result in the redevelopment of <br />underutilized land and aging structures, development of apartments and hotel rooms to <br />accommodate a demand in Downtown Santa Ana and to the nearby Orange County <br />Courthouse facility, increased employment opportunities within the City and additional <br />property taxes, sales taxes and transient occupancy taxes produced from the Project. <br />Q. The City Council finds and determines that the Disposition and <br />Development Agreement (DDA) is in the best interest of the City and the community. <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa <br />Ana hereby finds, determines and declares as follows that: <br />Resolution No. 2020-090 <br />Page 3 of 6 <br />
