RESOLUTION 2020-087 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA DENOUNCING THE ATTACKS ON ARTSAKH <br />BY AZERBAIJAN <br />WHEREAS, on October 20, 2020, a majority of the Santa Ana City Council asked <br />for the City Manager to prepare both a Proclamation and to bring back to the City Council <br />at the next meeting a Resolution for consideration denouncing the attacks by Azerbaijan <br />and take a stand alongside the Armenian -American Community. <br />WHEREAS, on October 23, 2020, the City Council issued a Proclamation <br />Denouncing the Attacks on Artsakh by Azerbaijan. <br />WHEREAS, Artsakh, also known as Nagorno-Karabakh, is a historically <br />indigenous Armenian land located in the Southern Caucasus. Artsakh is a beacon of <br />ancient Armenian culture dating back to before the common era, and is home to a vibrant <br />Armenian community today; and <br />WHEREAS, on September 26, 2020, Azerbaijan's military forces launched a <br />deadly and unprovoked attack against the Republic of Artsakh, including that country's <br />capital city, Stepanakert, and that attack has already taken innocent civilian lives. This <br />reckless invasion is a direct threat not only to the Armenian population that has lived in <br />Artsakh for millennia, but also to stability in the surrounding region: and <br />WHEREAS, on September 30, 2020, the conflict resulted in the deaths of at least <br />84 Nagorno-Karabakh service members; and <br />WHEREAS, during a time when the United Nations has called for a ceasefire <br />around the world due to the COVID-19 pandemic, Azerbaijan instead is renewing warfare, <br />violating its ceasefire agreement with Armenia, and causing death and destruction; and <br />WHEREAS, Southern California is home to nearly 500,000 individuals of Armenian <br />descent —the largest population of Armenians in the world outside of Armenia. As such, <br />the attacks on Artsakh are of local importance; and <br />WHEREAS, because our country is based on and committed to the values of <br />democracy, liberty and the right of self-determination, the United States has a moral <br />obligation to stand up and speak out on behalf of the people of Artsakh, who have <br />flourished as a free, democratic and sovereign nation for almost 30 years. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa <br />Ana, that: <br />Section 1. The City Council for the City of Santa Ana hereby finds, declares and <br />determines as follows that the City Council calls upon President Donald Trump and <br />Resolution No. 2020-087 <br />Page 1 of 3 <br />
