REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 1, 2020 <br />TITLE: <br />RECEIVE AND FILE CANNABIS PUBLIC <br />BENEFIT FUND FOR YOUTH SERVICES <br />INFORMATIONAL UPDATE <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 sl Reading <br />❑ Ordinance on 2od Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Receive and file Cannabis Public Benefit Fund for Youth Services informational update. <br />DISCUSSION <br />Below is a list of Cannabis funded youth services implemented by the following departments: <br />Library Services Agency (7), Parks, Recreation and Community Services Agency (11), City <br />Manager's Office (1), and Community Development Agency (1). <br />Due to the COVID-19 pandemic and timing of programs for Fiscal Year 2020-21, Cannabis funded <br />appropriations for the Teen Excursions, PRCSA Youth Services, and Youth Paid Internships will <br />be moved to the following programs: <br />1. The Zoo & You <br />2. Fitness Court Shade Structures <br />3. Santa Ana Zoo Goat Encounter <br />4. Santa Anita Park Soccer Field Renovation Phase 2 <br />5. Library Laptop Dispensers <br />Future Cannabis revenue will support Teen Excursions, PRCSA Youth Services, and Youth Paid <br />Internships. These programs will not be terminated. However, the timing of when expenditures are <br />to be anticipated has changed due to the pandemic and hiring freeze. <br />Library Services <br />1. Book/Tech Mobile — Provide mobile library services to meet the changing community needs <br />by serving people where they live, learn, work, and play with an emphasis on technology, <br />robotics, and STEM learning. Mobile services provide critical access to library material, <br />programming, and technology. <br />Completed: <br />• Bid advertisement for the bookmobile, a custom designed Ford Transit van. <br />• On August 18, 2020, the City Council approved a grant agreement accepting <br />grant funds from the California State Library for the Knowledge Mobile "Know- <br />19E-1 <br />
