REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 1, 2020 <br />TITLE: <br />REQUEST FOR PROPOSALS FOR <br />PLANNING AND ENVIRONMENTAL <br />SERVICES FOR SANTA ANA GENERAL <br />PLAN HOUSING ELEMENT UPDATE <br />CLERK OF COUNCIL USE ONLY: <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1s' Reading <br />❑ <br />Ordinance on god Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For_ <br />CONTINUED <br />TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the Planning and Building Agency to send a Request for Proposals to qualified consulting <br />firms to provide planning and environmental services for the update of the Santa Ana General Plan <br />Housing Element. <br />DISCUSSION <br />Senate Bill 375, also known as California's Sustainable Communities Strategy and Climate <br />Protection Act, calls for the integration of housing and transportation, in conjunction with <br />establishing a greenhouse gas (GHG) reduction goal for the region. Towards this goal, the law <br />requires updating of local jurisdictions' General Plan housing elements in conjunction with the <br />adoption of the Southern California Association of Governments (SCAG) Regional Transportation <br />Plan (RTP). With the adoption of the SCAG Regional Transportation Plan by the SCAG Board in <br />September 2020, the next Housing Element planning cycle is to be completed by October 2021. <br />The required Housing Element Update will include evaluation and strategies to address Santa <br />Ana's housing needs for the 2021-2029 planning period. The sixth cycle Regional Needs Housing <br />Allocation (RHNA) assigned to the City of Santa Ana for 2021-2029 planning period is 3,087. The <br />final RHNA allocations could be adjusted pending the outcome of the SCAG RHNA Appeals public <br />hearings and SCAG Regional Council determination in early February 2021. <br />Staff is requesting authorization to distribute a Request for Proposals (Exhibit 1) for planning and <br />environmental services to assist City staff with preparing this update. The full cost of the contract <br />will be paid for with State Local Early Action Program (LEAP) Grant Program grant funds.
