Towards this goal, the law
requires updating of local jurisdictions' General Plan housing elements in conjunction with the
adoption of the Southern California Association of Governments (SCAG) Regional Transportation
Plan (RTP). With the adoption of the SCAG Regional Transportation Plan by the SCAG Board in
September 2020, the next Housing Element planning cycle is to be completed by October 2021.
The required Housing Element Update will include evaluation and strategies to address Santa
Ana's housing needs for the 2021-2029 planning period. The sixth cycle Regional Needs Housing
Allocation (RHNA) assigned to the City of Santa Ana for 2021-2029 planning period is 3,087. The
final RHNA allocations could be adjusted pending the outcome of the SCAG RHNA Appeals public
hearings and SCAG Regional Council determination in early February 2021.
Staff is requesting authorization to distribute a Request for Proposals (Exhibit 1) for planning and
environmental services to assist City staff with preparing this update. The full cost of the contract
will be paid for with State Local Early Action Program (LEAP) Grant Program grant funds. The
recommended contract will be submitted for City Council authorization after review of the proposal
has been completed.
FISCAL IMPACT
There is no fiscal impact associated with this action.
Submitted By: Minh Thai, Executive Director — Planning and Building Agency
Exhibit: 1.
