REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 1, 2020 <br />TITLE: <br />APPROVE AMENDMENT TO AGREEMENT <br />WITH GRISWOLD INDUSTRIES FOR FLOW <br />CONTROL VALVE MAINTENANCE, <br />REHABILITATION, AND REPLACEMENT <br />SERVICES TO INCREASE THE <br />AGREEMENT AMOUNT BY $400,000 FOR <br />THE REMAINDER OF THE TERM, FOR A <br />TOTAL AMOUNT NOT TO EXCEED <br />$900,000 <br />(RFP NO. 18-052) <br />(NON -GENERAL FUND) <br />/s/ Kristine RidaE <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 sl Reading <br />❑ Ordinance on 2od Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an amendment to the agreement with Griswold Industries <br />to increase the agreement amount by $400,000, for a total amount not to exceed $900,000, for the <br />remaining term of the agreement, which began on July 2, 2019 and expires July 1, 2022, including <br />a provision for one two-year extension exercisable by the City Manager and the City Attorney, to <br />provide flow control valve maintenance, rehabilitation and replacement services, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On July 2, 2019, the City Council approved an agreement with Griswold Industries for a three-year <br />period ending on July 1, 2022, with a two-year renewal option, to provide the Public Works Agency <br />— Water Resources Division with rehabilitation, maintenance and replacement services for flow <br />control valves. <br />Flow control valves are located throughout the City at water production sites, such as well and <br />pump stations, and are used to control the amount of water introduced into the distribution system <br />to maintain the desired pressures. Flow control valves are complex systems that rely on <br />mechanical, hydraulic, and electric controls and sensors to function properly. As with other water <br />system assets, flow control valves must be periodically maintained to ensure they operate as <br />intended. During the lifetime of contact, the Water Resources Division has utilized the contractor's <br />manufacturer -certified technicians to successfully perform inspection, maintenance, repair, and <br />rehabilitation of the flow control valves. <br />25D-1 <br />
