TO <br />INCREASE THE AGREEMENT AMOUNT <br />BY $250,000 ANNUALLY FOR THE <br />REMAINING TERM OF THE AGREEMENT, <br />FOR AN AGGREGATE AMOUNT OF <br />$5,100,000, FOR RIGHT-OF-WAY AND <br />MEDIAN LANDSCAPE MAINTENANCE <br />SERVICES <br />(NON -GENERAL FUND) <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 sl Reading <br />❑ Ordinance on 2od Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CK�7►111►U1q�iC�. <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an amendment to the agreement with Landscape West <br />Management Services, Inc. for right-of-way and median landscape maintenance services, to <br />increase the agreement amount by $250,000, for an updated annual amount not to exceed <br />$1,020,000 and a total agreement amount not to exceed $5,100,000 for the maximum term of the <br />agreement, which began on July 2, 2019 and expires June 30, 2021, including provisions for two <br />two-year extensions exercisable by the City Manager and the City Attorney, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Maintenance Services Division is responsible for the maintenance of <br />over 30 miles of City street medians and neighborhood entry areas. The services include, but are <br />not limited to, mowing, trash removal, irrigation system maintenance, and weed mitigation and <br />removal. On July 2, 2019, the City Council approved an agreement with Landscape West <br />Management Services, Inc., in an annual amount not to exceed $770,000 to provide median <br />landscape maintenance and right-of-way cleaning services (Exhibit 1). <br />Between 2011 and March 2017, the State of California experienced record drought conditions. In <br />response, former Governor Jerry Brown issued an Executive Order, which among other things, <br />prohibited irrigation of street medians containing grass. In compliance with the Executive Order, <br />the City Council directed the Public Works Agency to discontinue the use of potable irrigation to <br />the City's street medians that contained grass. Subsequently, the grass withered and eventually <br />died, leaving barren median landscapes. <br />251-1 <br />
