Adopt a resolution approving Site Plan Review No. 2020-03 for anew mixed -use development <br />project over four stories in height as conditioned. <br />3. Adopt a resolution approving Variance No. 2020-06 for an increase in the allowable building <br />size and massing as conditioned. <br />4. Recommend that the City Council: <br />a. Adopt a resolution approving an Addendum to the Environmental Impact Report for the <br />Transit Zoning Code Project (SCH NO. 2006071100) and adoption of a mitigation <br />monitoring and reporting program for Amendment Application No. 2020-04. <br />b. Adopt an ordinance approving Amendment Application No. 2020-04 for Specific <br />Development No. 84 (SD84). <br />Executive Summary <br />Andrew Nelson, with Red Oak Investments, LLC, representing Northgate Gonzalez Real Estate, is <br />requesting approval of multiple entitlements to facilitate construction of a new mixed -use community <br />on two City blocks located at 409 East Fourth Street (Site A) and 509 East Fourth Street (Site B). <br />Specifically, the applicant is requesting approval of an addendum to the Environmental Impact Report <br />for the Transit Zoning Code (TZC), as well as a site plan review (SPR) to allow construction of two <br />buildings over four stories in height, a variance to allow a reduction in required massing standards, <br />75C-336 <br />
