In addition, newspaper posting was published in the Orange County <br />Register on October 2, 2020, in accordance with SAMC re uirements. <br />Additional Measures <br />The applicant met with several interested groups, neighborhoods, and/or individuals <br />between August 2018 and September 2020. Meetings include those with: <br />• Neighboring condominium associations and apartment buildings: Spectrum <br />Condominiums (450 E. 4th St.), Garden Court Apartments (300 E. Santa Ana <br />Blvd.) and Parks Apartments (510 Mortimer St.) <br />• Joint Meeting of Neighborhood Associations July 2020: French Park, French <br />Court, Logan, Lacy, Downtown and French Park Plaza <br />• Business organizations and individual leaders associated with the Santa Ana <br />Business Council, Chamber of Commerce, Downtown Inc. <br />• Historic preservation representative Tim Rush <br />• Eight individual property owners as a result of surveying every residence across <br />Fifth Street and Minter Street from development site <br />Conclusion <br />Based on the analysis provided within this report, staff recommends that the Planning Commission <br />adopt a resolution approving an Addendum to the Environmental Impact Report forthe Transit Zoning <br />Code Project (SCH NO.2006071100), mitigation monitoring and reporting program, Site Plan Review <br />No. 2020-03 as conditioned, and Variance No. 2020-06 as conditioned. In addition, staff recommends <br />that the Planning Commission recommend that the City Council adopt a resolution approving an <br />Addendum to the Environmental Impact Report for the Transit Zoning Code Project (SCH NO. <br />2006071100) mitigation monitoring and reporting program, and an ordinance approving Amendment <br />Application No. 2020-04 for Specific Development No. 84 (SD84). <br />/W- /,W ?
