As previously mentioned, the CalEEMod User's Guide requires any changes to model defaults be justified.' According to the "User Entered Comments & Non -Default Data" table, the justification provided for these changes is: "Estimated construction schedule based on construction questionnaire" (Appendix B, pp. 79, 111, 231). However, the Addendum and associated documents fail to disclose a construction questionnaire. Furthermore, the Addendum states that "[c]onstruction is anticipated to take 21 to 24 months is expected to begin in September 2021" (p. 2-11). However, while the total construction schedule is approximately 21 months, from 9/1/2021 to 5/29/2023, the Addendum and associated documents fail to provide the specific individual construction phase lengths. As a result, we cannot verify the reivsed construction schedules and individual construction phase lengths included in the model. These unsubstantiated changes improperly spread out construction emissions over a longer period of time for some construction phases and not others. According to the CalEEMod User's Guide, each construction phase is associated with different emissions activities (see excerpt below)."
