ER No. 2018-83, GPA No. 2020-04 & AA No. 2020-02 <br />December 1, 2020 <br />Page 2 <br />During the Planning Commission public hearing and Sunshine Ordinance community meeting, the <br />public raised concerns about potential parking impacts to the neighborhood. Those concerns were <br />addressed by clarifying that each unit is providing a two -car garage and two surface parking spaces <br />for a total of 32 parking spaces for the development site, which meets the City's required parking. In <br />addition, all units will contain a maximum of three bedrooms. <br />DISCUSSION <br />The applicant is requesting approval of the subject entitlements to facilitate the construction of an 8- <br />unit condominium development at 301 and 305 North Mountain View Street. It is recommended that <br />the City Council approve the project because the project demonstrates high -quality site planning, <br />design, and amenities, and contributes to the City's housing stock through the production of new entry <br />level home -ownership opportunities. In addition to the applicants request and as part of this <br />application, the City is also proposing to change the land use designation and zoning of adjacent <br />properties to create consistency between the Land Use Element and Zoning Code. The proposed <br />amendment will clean up the general plan land use designation and zoning of the block, which will <br />encourage a cohesive development pattern. <br />Project Description <br />The project consists of the construction of an 8-unit condominium development with four separate <br />buildings. The units are approximately 1,800 square feet in size, consisting of three bedrooms and <br />3.5 bathrooms, and contain an attached 400-square foot two -car garage. The project's buildings <br />are designed in a cohesive manner with unifying materials, floor heights, and articulation using <br />contemporary architecture in a Spanish style and includes a variety of architectural elements such <br />as smooth stucco, arches above windows and doors, window shutters, tile and ironwork, and clay <br />roof tiles. The site will be accessed from a driveway at the southwest corner of the site, with an <br />internal drive aisle providing access to each unit. The project provides two garage parking spaces <br />per unit and two surface parking spaces per unit in each unit's driveway. In addition, communal <br />bicycle racks are also provided at the center of the site. The project provides a total of 2,064- <br />square feet of common onsite open space, which has been designed to include grass play areas, <br />benches, trash and recycle receptacles, bike racks, and pedestrian lighting. Lastly, private open <br />space for each unit is provided through backyards and patios, which range in size from 360 to 850 <br />square feet. <br />General Plan Amendment <br />The applicant is requesting a GPA to change the subject site's current land use designation from <br />Low -Medium Density Residential (LMR-11) to Medium Density Residential (MR-15) to create <br />consistency between the General Plan Land Use Element and the Zoning Map. The MR-15 <br />designation applies to those areas of the City that are developed with residential uses at densities of <br />up to 15 units per acre. Development in this designation is characterized by duplexes, townhomes, <br />or apartments. In reviewing a GPA request for a project such as the one proposed, the Planning <br />Division's practice has been to also analyze any potential general plan land use inconsistencies in <br />the general vicinity of the proposed project. Due to this and as part of the this application, the City is <br />also proposing to change the land use designation of the adjacent properties on the block stretching <br />from First Street to Fifth Street to bring consistency between the Land Use Element and the Zoning <br />Map. <br />Currently, the subject site and the surrounding properties on the east side of Mountain View Street <br />have a LMR-11 or General Commercial (GC)1aprLuse designation.
