D. On December 1, 2020, the City Council of the City of Santa Ana held a duly <br />noticed public hearing to consider all testimony, written and oral, related to <br />GPA No. 2020-04, at which time all persons wishing to testify were heard, <br />the project was fully considered, and all other legal prerequisites to the <br />adoption of this resolution occurred. <br />Section 2. The General Plan Amendment consists of amendments to the Land <br />Use Element and text updates, as shown in Exhibit A, attached hereto and incorporated <br />herein by reference. <br />Section 3. The City Council hereby finds that the proposed General Plan <br />Amendment is compatible with the objectives, policies, and general plan land use <br />programs specified in the General Plan for the City of Santa Ana in that: <br />A. The City of Santa Ana has officially adopted a General Plan. <br />B. The land uses authorized by the General Plan Amendment, and the <br />General Plan Amendment itself, are compatible with the objectives, <br />policies, general land uses, and programs specified in the General Plan, <br />for the following reasons: <br />The proposed General Plan land use designation for the project area <br />is MR-15, which applies to multiple -family developments <br />characterized by duplexes, apartments, and townhomes with a <br />maximum allowable intensity of 15 dwelling units per acre. This <br />change is consistent with Table A-3 (Correlation of Land Use <br />Designation and Zoning Districts) of the General Plan Land Use <br />Element. <br />ii. The subject project site and the surrounding properties on the east <br />side of Mountain View Street have a LMR-11 or General <br />Commercial (GC) land use designations, however, the properties <br />are developed with residential uses, with numerous properties <br />currently exceeding the maximum allowed density permitted in the <br />LMR-11 land use designation. The densities surrounding this area <br />range from 4.8 to 18.8 dwelling units per acre. Changing the land <br />use designations will bring the General Plan Land Use Plan into <br />close consistency with existing residential development density and <br />characteristics in the area and will allow for consistent development <br />intensity for future projects. <br />iii. The general plan amendment will support several goals and policies <br />of the General Plan, including the Land Use Element and Housing <br />Element. Specifically, the project will be consistent with Land Use <br />Element, Goal 1 to promote a balance of land uses to address basic <br />community needs. Policy 1.5 states a desire maintain and foster a <br />variety of residential land uses. The project will provide eight for - <br />sale condominium units. Policy 2.10 supports new development <br />which is harmonious in scale and character with existing <br />75D-27 Resolution No. 2020-xx <br />Page 2 of 5 <br />
