REQUEST FOR INFORMATION OR CLARIFICATION <br />Any questions concerning this request for proposal must be submitted in writing through <br />the City's electronic bid management system at <br />http://www.planetbids.com/portal/portal.cfm?CompanylD=20137 <br />by or before the "Deadline for Requests for Information" date noted in the RFP Timeline <br />under Section I. General. No verbal requests or responses will be accepted. Significant <br />interpretations or clarifications will be addressed via addenda to this RFP, as indicated in <br />Section III.D. <br />D. ADDENDA <br />Any changes in the RFP from the date of release to date of submittal will result in an <br />addendum or amendment. Notification of such addendum or amendment shall be posted <br />through the City's electronic bid management system at <br />http://www.planetbids.com/portal/portal.cfm?CompanvlD=20137 <br />PROPOSERS shall be responsible for monitoring the site to obtain information regarding <br />this solicitation. <br />E. PRE -PROPOSAL MEETING <br />If applicable, a pre -proposal meeting will be held at the time and place identified in Section <br />I. General. Please email the RFP administrator for confirmation of attendance and any <br />other details. The meeting will include discussion of the project scope and a question - <br />and -answer session. Significant interpretations or clarifications will be addressed via <br />addenda to this RFP. <br />F. ERRORS IN PROPOSAL <br />If, prior to the opening of Proposals, a PROPOSER discovers an error in the Proposal, <br />the PROPOSER may submit a replacement Proposal prior to the time and date set as the <br />deadline for submitting Proposals. The replacement Proposal shall clearly indicate that it <br />supersedes the prior Proposal. <br />After the close of the RFP Period, an erroneous Proposal may not be replaced or <br />modified; but the PROPOSER may request the CITY release the PROPOSER due to an <br />error in the Proposal. The CITY may release the PROPOSER if the integrity of the <br />Proposal process is not jeopardized, the error was a result of excusable neglect, and the <br />PROPOSER is not advantaged. If the CITY releases the PROPOSER, the Proposal will <br />be deemed rejected and the PROPOSER shall be prohibited from performing all or any <br />portion of the Santa Ana Zoo Alcohol Beverage Concessions. <br />A PROPOSER'S error in adding numerical items contained in the Proposal shall not <br />constitute a material error. Rather, the CITY will rely upon the amount assigned to each <br />item of the Proposal. <br />G. PROTESTS <br />PROPOSERS with concerns or rebuttal of any staff determination of non -responsiveness <br />or non -responsibility may submit, in writing within five (5) business days, to the RFP <br />Administrator, any concerns regarding the RFP process or staff determination.
