CITY OF SANTA ANA <br />The selected consultant will be responsible for completion of work, with City staff and the <br />Planning Commission providing oversight. The consultant will be expected to prepare and <br />carry out the following: <br />1) As necessary, confer and meet with regulatory agencies (Orange County Sanitation <br />District, Caltrans, South Coast Air Quality Management District, etc.). <br />2) Attendance at project meetings, outreach meetings, and study sessions with the Planning <br />Commission and City Council. <br />3) Preparation of all graphic exhibits and handouts necessary for meetings, study sessions, <br />and public hearings. <br />4) Presentations at meetings and public hearings. Education of both the Planning <br />Commission and City Council will be a part of the scope of this project. The selected <br />consultant will be responsible for educating the Planning Commission on the basics of <br />planning, zoning principles, and any other information related to the project. The firm's <br />Principal or a representative of the firm who has demonstrated ability in presenting <br />technical data to Committees, Planning Commissions and City Councils will be required to <br />attend the public meetings or other meetings as deemed necessary by City staff. <br />5) Utilize tools available through the Orange County Council of Governnments (OCCOG) and <br />Southern California Association of Governments (SCAG) intended to streamline housing <br />element preparation, including data sets and affordablitty assumptions that are pre - <br />approved by Housing and Community Development (HCD). <br />6) Organize meetings, conduct surveys, compile input, conduct presentations, prepare <br />conceptual maps, notifiy the public of meetings, attend Planning Commission <br />Subcommittee and Planning Commission meetings, attend City Council meetings, and <br />update City staff members as needed and in a timely manner. <br />7) Primary responsibility for drafting and redrafting the text and exhibits for the Housing <br />Element Update after receiving appropriate input from the community's citizens, <br />stakeholders, Planning Commission, Community Development Commission, and City staff. <br />The Houising Element Update should be brought into conformance with current Federal <br />and State laws, modernized to complement current planning and zoning best practices, <br />organized so that both staff and the general public can clearly define and understand this <br />key policy document. <br />8) Prior to the drafting of any of these documents, the consultant is responsible for <br />establishing a comprehensive participation, communication and information strategy to <br />ensure appropriate volunteer, community, business, planning and staff involvement during <br />these projects. <br />9) Drafting of the Housing Element Update should begin after the appropriate research/tasks <br />are performed and any other research/tasks are performed as recommended by the <br />consultant and agreed to by the City as outlined in a contract. Staff and the consultant must <br />agree to a scope, outline, and organization of the ordinance before the first draft has begun. <br />10) Provide electronic copies of all documents produced, formatted in Microsoft Word (or <br />agreed upon software) and PDF. The documents converted to PDF shall be indexed and <br />searchable by chapter. <br />All data, GIS shapefiles, documents and plans shall be the property of the City of Santa Ana. <br />Documents shall be organized so that they can be easily revised and reprinted, are adequately <br />illustrated, are computer compatible, and are easily understood by diverse public interests. <br />RFP No. 20-135 General Plan HgFevkr. 2l ent Update Page 4 of 29 <br />
