<br />A RESOLUTION OF THE CITY COUNCIL OF THE
<br />CITY OF SANTA ANA APPROVING GENERAL PLAN
<br />AMENDMENT NO. 2020-04 TO CHANGE THE
<br />GENERAL PLAN LAND USE DESIGNATIONS FOR
<br />THE PROPERTIES LOCATED AT 4310, 4314, 4318,
<br />4322, 4326 AND 4330 WEST FIFTH STREET, 113,
<br />117, 121, 201, 203, 207, 211, 221, 223, 225, 227, 229,
<br />231, 233, 235, 237, 239, 241, 243, 245, 247, 301, 305,
<br />321, 323, 325, 327, 329, 331, 333, 335, 337, 339, 341,
<br />343, 345, 347, 349, 351, 353, 355, 357, 359, 361, 363,
<br />365, 409 AND 411 NORTH MOUNTAIN VIEW
<br />STREET, AND 4311, 4315, 4317, 4319, 4321, 4323,
<br />4325, 4327, 4329, 4331, 4333, 4335, 4337, AND 4339

<br />. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
<br />FOLLOWS:
<br />Section 1. The City Council of the City of Santa Ana hereby finds, determines
<br />and declares as follows:
<br />A. Steve Jones with Olympia Capital Corporation, representing Mountain View
<br />Real Estate Investments, LLC. ("Applicant") is requesting approval of
<br />General Plan Amendment (GPA) No. 2020-04 to amend the General Plan
<br />land use designation of the properties located at 301 and 305 North
<br />Mountain View Street from Low Medium Density Residential (LMR-11) to
<br />Medium Density Residential (MR-15) and to update text portions of the
<br />City's Land Use Element to reflect this change in order to facilitate
<br />construction of an 8-unit condominium development.
<br />B. In addition, the City of Santa Ana is proposing to change the land use
<br />designation of the properties located at 4310, 4314, 4318, 4322, 4326 and
<br />4330 West Fifth Street, 113, 117, 121, 201, 203, 207 and 211 North
<br />Mountain View Street from LMR-11 to Low Density Residential (IR-7); 221,
<br />223, 225, 227, 229, 231, 233, 235, 237, 239, 241, 243, 245, 247, 301, 305,
<br />321, 323, 325, 327, 329, 331, 333, 335, 337, 339, 341, 343, 345, 347, 349,
<br />351, 353, 355, 357, 359, 361, 363, 365, 409 and 411 North Mountain View
<br />Street and 4311 West First Street from LMR-11 to MR-15; and 4315, 4317,
<br />4319, 4321, 4323, 4325, 4327, 4329, 4331, 4333, 4335, 4337 and 4339
<br />West First Street from General Commercial (GC) to MR-25.
<br />C. On October 26, 2020, the Planning Commission of the City of Santa Ana
<br />held a duly noticed public hearing and voted to recommend that the City
<br />Resolution No. 2020-096
