STATEMENT OF QUALIFICATIONS <br />Deliverables <br />As an on -call consultant to the City, Corgan's <br />D. UNDERSTANDING OF NEED <br />may be asked to provide professional services on <br />specific, project -by -project basis. Each project will <br />be based on an agreed -upon scope of services <br />and fees. Although the deliverables for each project <br />may vary, our project approach and methodology <br />will remain consistent throughout the contracted <br />period. <br />Suggestions, or special concerns that the City <br />should be made aware of. <br />Schedule Aligned with Work <br />Plan <br />As Corgan develops the schedule for this project, <br />we will develop a keen understanding of the <br />issues and variables involved within each phase <br />of the design and construction process. The key <br />to a successful schedule is developing a work <br />plan which allows each of the key players, owner, <br />design team, and contractor sufficient time to plan, <br />price and construct the project satisfactorily. <br />Graduated Liquidated <br />Damages <br />Even if the schedule is adequate, there are still <br />challenges that can arise with respect to time. <br />These can be alleviated by verifying that the <br />contract documents and specifications are written <br />in such a way as to provide proper encouragement <br />for the contractor to complete his work. One <br />technique Corgan has found to be successful is <br />the concept of graduated liquidated damages. For <br />example, the first two weeks a project is overdue, <br />the penalty is relatively mild with escalating <br />penalties as the time becomes longer. This helps <br />prevent delays from becoming long term. <br />Modified Fast Track <br />Scheduling <br />Areas that the firm pays special attention to are <br />those which typically lead to schedule slipping. This <br />Includes: time required for base building and finish - <br />out programming; owner review processes for <br />design and construction documentation, including <br />sign -off; and special phasing requirements within <br />the project. The contracting method also plays an <br />important role. Corgan frequently has success <br />with modified fast track scheduling, even within a <br />competitive bid framework. <br />Identify Any Assumptions and/or exclusions <br />used in preparation of the scope of work and <br />associated fee estimate <br />Please see attached fee proposal. <br />e. Proposal shall include a list of projects <br />which your firm or personnel have completed <br />within the last 5 years, including significant <br />work with public agencies. Project information <br />should include project description, year <br />completed, client name, along with a person to <br />contact and their telephone number. <br />The list on the following pages includes a small <br />sample of recently completed work and work with <br />public agencies. <br />12 GORGAN 25V-197 <br />
