Permanent Local Housing Allocation <br />December 15, 2020 <br />Page 2 <br />with children, and special needs populations who are homeless in the City of Santa Ana. The City <br />will apply the first year PLHA allocation toward shelter tenant improvements and subsequent <br />allocations for the operation of the shelter. The allocation also allows for a portion of the funds to <br />be used for the administration of the Plan. Utilizing the funds in this manner will meet the State's <br />requirements of entitlement jurisdictions to use PLHA funds to increase the supply of affordable <br />housing, and specifically in the category to assist those who are homeless, including, operating, <br />and capital costs for navigation centers and emergency shelters. <br />This plan will build upon the City's existing efforts to prevent and combat homelessness and to <br />identify long-term goals to address the needs of its homeless and unstably housed residents. <br />FISCAL IMPACT <br />Approval of the appropriation adjustment will recognize $2,803,706 in funds from the State of <br />California, in revenue account (No. 15818002-52025) and appropriate the same amount to <br />expenditure account (No. 15818700-various) for anticipated expenditure in FY 20-21.
