<br />scope of work includes the removal of asphalt concrete, cold milling, concrete bus pads, and
<br />concrete curbs and gutters. The project will also include the construction of 6" to 8" Portland
<br />cement concrete bicycle lanes, bicycle detection, concrete bus pads, concrete curb ramps,
<br />landscaping, irrigation, striping, and signal modifications.
<br />To move forward with this project, staff recommends approval of an appropriation adjustment to
<br />recognize and appropriate construction funding of $2,102,777 from Fiscal Year 2017-18 Bicycle
<br />Corridor Improvement Program (BCIP).
<br />Public Outreach and Contractor Participation
<br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in
<br />the Orange County Register newspaper on October 14 and October 19, 2020. The project was
<br />also advertised in PlanetBids from October 14, 2020, through November 5, 2020. Bids were
<br />received electronically via PlanetBids, on November 5, 2020.
<br />A total of 1,071 vendors, including vendors in the City of Santa Ana, were notified of the project via
<br />PlanetBids. Fifty-nine vendors requested bidding documents and 11 bids were received. Bids
<br />were not received from any Santa Ana contractors.

<br />responsive bid in the amount of $1,967,436 (Exhibit 2). Based on the bid analysis and a contractor's
<br />reference check, staff recommends awarding the construction contract to All American Asphalt, in
<br />the amount bid (Exhibit 3).
