REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 15, 2020 <br />TITLE: <br />AWARD A PURCHASE ORDER IN AN <br />AMOUNT NOT TO EXCEED $229,075 TO <br />PB LOADER CORPORATION FOR ONE <br />COMPRESSED NATURAL GAS DUMP <br />TRUCK <br />(SPECIFICATION NO.20-141) <br />(NON -GENERAL FUND) <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to PB Loader Corporation for the <br />purchase of one compressed natural gas dump truck, in the amount of $219,075, with a <br />contingency of $10,000, for a total amount not to exceed $229,075, subject to non -substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Fleet Services Division is responsible for the acquisition, maintenance, <br />repair, and replacement of vehicles, trucks, and maintenance equipment. The Public Works <br />Agency Water Resources Division oversees and maintains the daily operations of the water system <br />and sanitary sewer system. The City's sanitary sewer system has approximately 8,000 <br />maintenance holes, 390 miles of sewer mains, and two lift stations. The sewer system collects all <br />sewage and transports it to the Orange County Sanitation District for treatment. <br />The Water Resources Division is in need of one bobtail dump truck to replace an aging vehicle <br />utilized daily in the maintenance and repair of the sanitary sewer system. The existing vehicle is a <br />Model Year 2000 that has exceeded the Fleet Services Division's recommended Equipment <br />Lifecycle Guidelines. Replacing this vehicle with a more reliable and efficient vehicle is essential to <br />ensure the continued delivery of high -quality sanitary sewer services to the customers in the City <br />of Santa Ana. Additionally, this truck will be fueled with compressed natural gas, which is in <br />alignment with the City's efforts to create an environmentally responsible fleet. <br />Santa Ana Ordinance No. NS-2312 authorizes the City to utilize purchase contracts from any public <br />agency employing a competitive bid process. Sourcewell (formerly National Joint Powers Alliance), <br />awarded a contract to PB Loader Corporation (Contract No. 052417-PBL) for procurement of <br />Asphalt Patching and Roadway Maintenance Equipment as a result of open competitive bidding <br />on behalf of its members, which includes government agencies.
