Understanding of Need <br />ALIGNING WITH PWA'S GOALS <br />The City of Santa Ana Public Works Agency <br />(PWA) provides infrastructure improvements <br />throughout a growing community with a diverse <br />population. To accommodate ongoing project <br />needs, the City of Santa Ana Public Works Agency <br />(PWA) is seeking the services of an experienced, <br />multi -functional consultant to provide acquisition, <br />relocation, appraisal and review, and a variety <br />of related services. OPC has a qualified team <br />assembled to provide the requested services <br />in a one -stop -shop to ensure the PWA's project <br />success. <br />It will be essential that the PWA has a trusted <br />R/W partner onboard. As a turnkey R/W specialist <br />firm for the past 40 years, OPC is ready to deliver <br />timely, responsive, cost -competitive on -call <br />consulting services to the PWA. Together with <br />our proposed team and appraisal subconsultants, <br />we can provide every services as defined in the <br />Scope of Work. <br />As highlighted in this section, OPC's approach <br />to the work required in the RFP is based upon <br />providing a variety of real estate services that are <br />the best value and the most advantageous to the <br />PWA and its constituents. <br />We will follow an integrated approach emphasizing <br />proactive coordination with City directors, project <br />manager, and legal counsel during all tasks. OPC <br />has provided a variety of right of way and related <br />services to the City of Santa Ana, and has on - <br />call contracts with several local city and Orange <br />County clients. <br />Our contracts require a commitment to positive <br />relationships to meet projects needs to make <br />each work order a success. <br />OPC sets itself apart from our <br />competitors through our in- <br />house, turnkey R/W services, <br />including acquisition, relocation, <br />real estate consulting, and <br />related services, providing <br />public agency clients with cost- <br />effective, project solutions. <br />Diverse, Multi -Lingual Staff with Technical Expertise <br />Our diverse OPC team matches the diversity of the population we serve. Approximately 35% of <br />our staff is bilingual in both Spanish and English in addition to a dozen of additional languages that <br />our staff can speak to assist in the communication of the population we serve. OPC provides the <br />PWA with a team of highly educated, experienced, and devoted full-time staff. Our team includes <br />a range of professionals who can provide all of the services outlined in the RFP, including: <br />■ Certified California licensed Real Estate Brokers and Salespersons <br />■ California licensed Real Estate Appraisers, holding MAI designation <br />■ Designated Senior Right of Way (SR/WA) and Right of Way Relocation Assistance Certified (RAN - <br />RAC) professionals. <br />d.
