TB 1.19.2021 <br />RESOLUTION NO. 2021-002 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ACCEPTING THE DONATION OF TACTICAL <br />MEDICAL EQUIPMENT TO THE SANTA ANA POLICE <br />DEPARTMENT FOR MASS CASUALTY INCIDENTS <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. WHEREAS, the Santa Ana Police Department ("SAPD") provides Tactical <br />Emergency Casualty Care ("TECC") training through the Urban Area Security <br />Initiative ("UASI") grant program; and <br />B. WHEREAS, TECC training is geared toward preparing SAPID officers to <br />provide life-saving interventions and better serve the community in the event of <br />an active shooter or mass casualty incident response; and <br />C. WHEREAS, TMS equipment has been field-tested by Santa Ana Police <br />Department TECC instructors, who confirmed the equipment is consistent with <br />the equipment provided to our officers through UASI for TECC training; and <br />D. WHEREAS, SAPD issues a set of Tactical Medical Solutions ("TMS") tactical <br />medical equipment to each officer who completes the TECC training; and <br />E. WHEREAS, Cops Direct, a 501(c)(3) not for profit organization, supplies law <br />enforcement agencies within the United States with fully stocked emergency <br />medical kits to handle medical emergencies and supplies this equipment at no <br />expense to the requesting agency; and <br />F. WHEREAS, Cops Direct wishes to donate 300 Patrol Trauma Response Kits <br />(belt worn), 12 Original Active Response Kits (mass casualty backpacks), and <br />12 Foxtrot DA Litters (casualty evacuation carriers) to the SAPID; <br />G. WHEREAS, the total value of the donated equipment is $39,957; and <br />H. WHEREAS, the acceptance of this donation enhances the SAPD's response <br />capabilities by providing a more portable individual field kit, a mass casualty <br />blowout bag, and an improved ability to evacuate casualties. <br />Resolution 2021-002 <br />Page 1 of 3 <br />
