LEGAL DEFENSIBILITY OF ENVIRONMENTAL DOCUMENTATION <br />More and more, project opponents attempt to use challenges to environmental documentation and/or the <br />process to delay or kill a project. It is our responsibility to ensure that the City of Fullerton's projects are not <br />hindered by successful challenges to CEQA compliance. Review of documentation by our principals is built into our <br />process. Moreover, PlaceWorks is diligent in staff education so that our environmental staff stay apprised of the <br />constantly updated environmental requirements and statutes. <br />We provide in-depth CEQA compliance management, legal oversight, and careful quality control, particularly when <br />conducting third -party peer review. Whether coming in on a project to help resolve issues, reviewing team <br />members' work, or serving as on -call staff at other agencies, we are skilled at reviewing the work of our peers and <br />providing the compliance and qualitycontrol to ensure our clients' projects are successful. <br />SKILLED PROJECTMANAGEMENT <br />Serving as Principal -in -Charge and Project Manager, JoAnn Hadfield will be responsible for individual project <br />oversight, quality control, and CEQA/NEPA defensibility. Our team comprises senior staff with vast experience in <br />specific issues of concern to the City. The environmental team will be responsible for document preparation, <br />review of technical studies, participation in or facilitation of meetings as needed, and subconsultant management. <br />Our team will also collaborate with our in-house technical team to prepare associated environmental analyses. <br />This allows PlaceWorks to maintain a consistent core of individuals who are directly knowledgeable of the <br />institutional and substantive issues pertinent to the City. <br />SCHEDULE ADHERENCE <br />Project schedules will be prepared for each task order at the level of detail deemed necessary for project tracking <br />and schedule adherence. We will work with staff to meet individual project objectives. If requested, we can <br />prepare MS Project schedules for each project that clearly highlight the critical path for a project and facilitate easy <br />sharing and updating by individual task. Additionally, detailed subtasks can be "collapsed" to generate less -detailed <br />project schedules for personnel or decision makers who may not need or be interested in the minutiae of the <br />project schedule and management. <br />COST CONTROL <br />Intrinsic to project efficiency and cost control are: appropriate staffing; schedule management and adherence; and <br />accurate budget planning, tracking, reporting, and invoicing procedures. Costs are controlled when projects are <br />completed in an efficient,manner and rework is not required. PlaceWorks' method to accomplish the work is.based <br />on•our substantial experience with similar projects throughout California and locally. The work anticipated from <br />this on -call perfectly aligns with our firm's core practice of planning and environmental documentation.
