UTILITY USERS TAX CONSULTANT <br />A V E N U <br />INSIGHTS 4 6NALYTIC5 RFP #20-137 <br />is entitled. Avenu will Identify of possible gaps in payments, irregularities, calculation mistakes ( <br />wrong tax rate), and other payment errors to the City, provided that the City provides Avenu with regular <br />UUT payment history. Avenu will assist the City with the appropriate compliance correspondence and <br />enforcement actions. <br />f. Assist the City with strategies to preserve and enhance UUT generated by the existing service providers operating <br />within the City of Santa Ana. <br />Avenu is recognized statewide and throughout the country as an entity that consistently remains on <br />the cutting edge of technological advancements and governing laws related thereto, both federal and <br />state, and retains professionals with industry -leading expertise in this respect who routinely draft <br />articles which are published in national governmental periodicals and forums and regularly lecture at <br />California and nationwide tax forums on updates within the utility industry. Avenu's experience and <br />the revolutionary aspects related to the national implementation of 5G wireless networks, the <br />Permanent Internet Tax Freedom Act, evolving technological industries which are constantly <br />spawning through creative usage of faster intennet protocol, new technologies, and Avenu's vast <br />experience in exercising enforcement upon these issues in order to maximize revenue by expanding <br />the City's tax base are unparalleled. <br />Avenu's UUT experts will, without question, assist and supplement the City's resources with <br />strategies to preserve and enhance UUT revenues generated by the existing service, existing service <br />providers who are operating and serving end users in the City absent physical locations, and newly <br />developed and developing providers which are or will be operating within the City in the future. <br />1.3.3 Utility Users' Tax Reporting Services [RFP III.C.31 <br />a. Generate reports to identify service provider errors and omissions and analyze City Utility Users' Tax rate. Provide <br />printouts, graphs, and comparative data on a quarterly basis or other recurring basis that meets the specific needs or <br />desires of the City. <br />b. Provide written quarterly UUT reports and attend quarterly meetings with the City to discuss activity in the reports. <br />The reports will include the following: <br />Quarterly reporting. Prepare a quarterly report on the City's UUT revenues and service providers <br />generating these revenues. The report should identify and analyze revenue performance, trends, <br />gains, declines, projections, and pertinent issues. The report should capture UUT performance <br />Citywide, by service provider (including aggregators and evolving, new entities providing new <br />technological utility services that are within the scope of the City's levies), and by utility type <br />(electric, gas, and telecommunications to include pre -paid UUT collected and reported by <br />telecommunications service providers as well as pre -paid UUT paid to retailers and collected by <br />CDTFA). Quarterly report data should also be made available in Word formatted documents and <br />PDFs with graphs and charts available in Excel format and tables available in Excel or Access data <br />table format, allowing for easy query of the data by authorized City staff. The consultant should also <br />be available to City staff to answer periodic questions regarding UUT issues and performance. <br />ii. Contingency option. Provide electronic reporting research database application for City UUT <br />(client/server or web -based portal application). The application should allow authorized City staff to <br />search, query, filterlsort and export UUT reporting and payment data (in common data formats; e.g. <br />Access, Excel, etc.) for staff presentation and analysis based on service provider and utility type. <br />CITY OF SANTA ANA, CA 13 <br />
