<br />Butler Engineering Inc.'s focus as a firm is to
<br />provide third -party construction management
<br />services, a commitment we made to our clients
<br />44 years ago. Butler is a Southern California -
<br />based firm that services public agencies, special
<br />districts, and the private sector in the delivery of
<br />heavy civil infrastructure. Our project expertise is
<br />in street improvements; small and large diameter
<br />pipelines; water/wastewater treatment plants;
<br />public facilities; and airport terminals, runways,
<br />and taxiways. Several representative clients

<br />Blue Mountain Development, Inc. (BMD, Inc.)
<br />specializes in managing a broad range of
<br />projects, including large-scale infrastructure,
<br />public works, master -planned communities, and
<br />resorts. BMD, Inc. has provided project
<br />management, development, asset, and services
<br />for the processing of project entitlements,
<br />environmental permits and infrastructure
<br />construction for its clients' portfolios while
<br />helping these organizations navigate the
<br />complexities of working with professional
<br />services firms and governmental agencies.
<br />BMD, Inc. principals have provided extensive
<br />government relations and bilingual (English and
<br />Spanish) community outreach services for high -
<br />profile, politically -sensitive public works and
<br />development projects.

<br />Butler Engineering, Inc.'s team of 40
<br />construction management professionals
<br />consists of skilled project managers,
<br />schedulers, estimators, and inspectors who
<br />have successfully managed heavy civil
<br />infrastructure projects throughout Southern
<br />California. The Construction Management
<br />Team is a key link to a successful project. By
<br />having the Butler Team serve the City as a
<br />single -source of responsibility, the CM and
<br />inspection activities will be well coordinated and
<br />delivered efficiently. In addition to our licensed
<br />professional engineers, our field engineering
<br />staff possess certifications from the American
<br />Concrete Institute, American Welding Society,
<br />International Code Council, NACE
<br />International, and Post Tension Institute,
<br />Butler's CM and inspection responsibilities are
<br />handled by the project team member best
<br />experienced to provide the needed service.
<br />Butler does not assign inspection staff to
<br />perform project document controls; rather,
<br />inspectors focus on implementing the QA/QC
<br />program and reports to document daily activity.
<br />Project documentation and controls are the
<br />responsibility of the Contract Administrator. All
<br />projects have a Project Manager assigned to
<br />monitor project field staff performance. This
<br />formula is critical for the Owner's defense in the
<br />event of project claims.
<br />The Principal -in -Charge has full access to
<br />teams of civil, mechanical, electrical, and
<br />structural engineers, specialty consultants, and
<br />inspectors through existing relationships and
<br />teaming arrangements with local firms. The CM
<br />Team is always vigilant during preconstruction,
<br />construction, and close-out to meticulously
<br />document project activities and minimize
<br />contractor claims.
