3u;;,;4`1 on rli � A-2020— <br />nnPv PROCEED 181-04 <br />�� ,7XPIBES <br />�. • � -1trt1 <br />FEB 10 2021 AGREEMENT BETWEEN THE CITY OF SANTA ANA AND <br />2-1-1 ORANGE COUNTY FOR USE OF <br />\ p EMERGENCY SOLUTIONS GRANT <br />(MlkW�le U��y I �I� LJ CORONAVIRUS (ESG-CV) FUNDS <br />THIS GRANT AGREEMENT, is hereby made and entered into this February 1, 2021, by and <br />between the City of Santa Ana, a charter city and municipal corporation of the State of California <br />("CITY"), and 2-1-1 Orange County, a California nonprofit organization ("SUBRECIPIENT"). <br />RECITALS: <br />A. On March 27, 2020, a special allocation of Emergency Solutions Grant ("ESG") funds was <br />authorized by the Coronavirus Aid, Relief, and Economic Security Act ("CARES Act"), Public <br />Law 116-136, to prevent, prepare for, and respond to the coronavirus ("COVID-19") pandemic. <br />The CARES Act made available an additional $4 billion in Emergency Solutions Grant <br />Coronavirus ("ESG-CV") funds. Of this amount, the United States Department of Housing and <br />Urban Development ("HUD") immediately allocated $1 billion based on the fiscal year 2020 <br />ESG formula. <br />B. On April 2, 2020, the CITY received notice of an award of $1,727,403 in ESG-CV funds from <br />HUD in response to the COVID-19 pandemic. On June 8, 2020, the CITY received notice of a <br />second award of $11,598,442 in ESG-CV funds from HUD in response to the COVID-19 <br />pandemic. <br />C. The CITY is the recipient of ESG funds from HUD pursuant to subtitle B of title IV of the <br />McKinney-Vento Homeless Assistance Act [42 U.S.C. 11371-11378], for the rehabilitation or <br />conversion of buildings for use as emergency shelter for the homeless, for the payment of certain <br />expenses related to operating emergency shelters, for essential services related to emergency <br />shelters and street outreach for the homeless, and for homelessness prevention and rapid re- <br />housing assistance. Catalogue of Federal Domestic Assistance ("CFDA') 14.231 and Federal <br />Award Identification Number (FAIN) E-20-MW-06-0508. <br />D. On August 18, 2020, the Santa Ana City Council approved $5,514,747 in ESG-CV funds for an <br />Eviction Program for very -low income residents, and $250,000 in ESG-CV funds for an Eviction <br />Defense Fund for very -low income families qualified under the SAVES Program, a homelessness <br />prevention program for very -low income families who have been impacted by the Coronavirus <br />and notified in writing that their right to occupy their current housing will be terminated <br />("Program"), as further described by Exhibit A, Scope of Work, attached hereto. <br />E. The SUBRECIPIENT represents that it has the requisite qualifications, expertise, and experience <br />in the provision of emergency solutions programs for the homeless or at -risk of homelessness and <br />is willing to use said federal funds to operate said Program. <br />F. In response to the COVID-19 pandemic, SUBRECIPIENT meets the national objective for the <br />use of ESG and ESG-CV funds. <br />
