Description of Work - In the space below, describe the program to be funded during the 18-month contract period. What
specific activities will be undertaken during the contract period. Please be concise in your response. Only the viewable space
wm print.
COVID-19 and its devastating effects have forever
The COVID-19
pandemic exposed the weaknesses in the rental housing market, as many low-income residents and
families in Santa Ana, many of them Black, Indigenous, People of Color (BIPOC), persons with disabilities,
and people who are LGBTQ+, lost their incomes overnight and were suddenly unable to pay their rent for
their rental units. This sudden loss of income placed these residents and their families risk of displacement
due to eviction. With the funds provided to the Public Law Center (PLC) through the Santa Ana Zero
Eviction Fund, PLC will work together with the awardee of the Santa Ana Request for Proposal, and PLC
will provide legal assistance to tenants faced with eviction and resistance from their landlords who reject
monetary assistance from the City of Santa Ana to repay rent arrears caused by COVID-19 economic loss.
With the funds awarded to PLC, PLC will endeavor to assist 85 families during the grant term. Because
these cases are likely to involve litigious landlords (since they will have already refused the rent payment
from the City's awardee), we anticipate the cases will require full representation, including a possible jury
trial.
Schedule of Performance
Estimate the number of unduplicated Santa Ana residents to be served by the funded program during the 18-month contract
period per quarter.
