The architecture <br />is designed to maximize the building’s prominence on Bristol <br />Street and enhance the streetscape as a commercial corridor. <br />2.That the proposed use will not, under the circumstances of the <br />particular case, be detrimental to the health, safety, or general <br />welfare of persons residing or working in the vicinity. <br />The proposed drive-through will not be detrimental to the <br />health, safety or welfare of those residing or working in the <br />vicinity as it is designed and intended to generate the least <br />amount of impacts as possible. The drive-through lane meets <br />the City’s stacking requirements and will allow for a minimum <br />of eight cars to queue without disrupting drive aisles or on-site <br />parking spaces. In addition, vehicle queuing at the driveway is <br />not anticipated to exceed two vehicles, and vehicles queuing <br />in the drive-through lane will have adequate space to queue <br />within the project and will not enter onto Bristol Street. <br />The drive-through operation is also designed to generate <br />minimal noise impacts as the speaker boards are located <br />towards the south of the site and are oriented towards the <br />adjacent commercial use (car wash) and not towards the <br />multiple-family residences to the west. Any potential noise <br />generated from the idling of vehicles or the drive-through <br />speakers is not anticipated to impact the closest residential <br />uses as those residential uses’ nearest structures are <br />approximately 150 feet away to the west and are separate <br />from the subject site by an existing eight-foot tall block wall. <br />This additional distance will further minimize any potential <br />impacts from the restaurant’s drive-through and after-hours <br />operations. <br />Lastly, the drive-through lane is at the south of the property, <br />which produces minimal visual impact to Bristol Street as the <br />new building will be the prominent view from the street. The <br />site design will include multiple 24-inch box trees and species, <br />including Queen Palms, Crape Myrtle, Australian Willow, <br />Southern Magnolia, and Desert Museum Palo Verde planted <br />throughout the project site. Trumpet Ivy and Boston Ivy will be <br />planted along perimeter walls to minimize graffiti and enhance <br />the aesthetics of the site.
