The <br />following notice is being provided so that you can ask questions, make comments and stay <br />informed about projects that might be important to you. We encourage you to contact us prior <br />to the Public Hearing if you have any questions. <br />NOTICE IS HEREBY GIVEN: The City Council will hold a Public Hearing to receive public testimony, <br />and will take action on the item described below. Decision on this matter will be final. At its regular <br />meeting on December 14, 2020, and after conducting a public hearing on the item, the Planning <br />Commission recommended that the City Council approve the below matter by a vote of 5:0. <br />Project Location: 2530 and 2534 Westminster Avenue in the General Commercial (C2) zoning district <br />Project Applicant: Brian Hendricks representing Community Development Partners <br />Proposed Proiect/Action: The applicant is proposing to construct 85 affordable housing unit within <br />two buildings ranging between 3-4 stories in height, including 136 parking spaces, on a 2.1-acre site. <br />In order to facilitate the construction of the project, the applicant is requesting approval of the following <br />land use entitlements: (1) General Plan Amendment No. 2020-07 to redesignate the property from <br />General Commercial (GC) to Urban Neighborhood (UN) and (2) Amendment Application No. 2020-05 <br />to rezone the property from General Commercial (C2) to Specific Development No. 97 (SD-97). In <br />conjunction with the request, the applicant is requesting approval of a Mitigated Negative Declaration <br />(MND) and Mitigation Monitoring and Reporting Program (MMRP), Environmental Review No. 2020- <br />48. <br />Environmental Impact: Mitigated Negative Declaration (MND) and Mitigation Monitoring and <br />Reporting Program (MMRP), Environmental Review No. 2020-48, with technical studies was prepared <br />for the project. No areas of significance or unavoidable impacts were determined to occur from the <br />construction or operation of the proposed project with the implementation of mitigation measures. The <br />project requires adoption of a Mitigation Monitoring and Reporting Program (MMRP), which contains <br />mitigation measures to address biological resources, cultural resources, geology and soils, noise, and <br />tribal cultural resources. <br />Meeting Time and Date: This matter will be heard on Tuesday, January 19, 2021 at 5:45 P.M.
