<br /> <br />March 13, 2021 <br /> <br />RE: Climate Emergency Resolution <br /> <br />Honorable Mayor and City Council: <br /> <br />Sierra Club California supports Santa Ana declaring a Climate Emergency, as have many cities in California <br />and across the world. In fact the Club has posted a Climate Emergency webpage with dozens of j <br />Climate Emergency Resolutions. In addition, here are some organized suggestions from various California <br />jurisdictions, plus some from Australia, to help staff draft a resolution. <br />But the most important thing is to implement the resolution through a comprehensive set of actions included in <br />not only an updated Climate Action Plan and General Plan, but throughout all departments of the City. <br />Sierra Club has compiled many examples of these actions in a large, multitab spreadsheet of implementations <br />that are actually being done in cities. Other resources include Model Laws for Deep Decarbonization in the <br />United States, which provides more than 1000 model and actual federal, state and local laws that can be <br />customized and adopted in order to achieve deep reductions in fossil fuel use and greenhouse gas emissions. <br />Some people may find useful a series of 7 videos Climate Basics. <br />Some examples of actions could include: <br /> Reach Codesncrease energy efficiency and help people save more money on utility bills <br />. <br /> Implementing SB 1383 actions to feed the hungry while reducing methane emissions from organic wastes. <br /> Reducing vehicle miles traveled (VMT) by making public transportation more robust and appealing, and <br />improving safety for cyclists, pedestrians, skateboarders, and other users of active transportation. Driving <br />Down Emissions illustrates examples of strategies that should be included beyond more electric vehicles <br />for reducing transportation GHGs, such as encouraging compact developments that reduce the role of <br />single occupant vehicles. <br /> Banning new gas stations. Between 2009 and 2019, the city had declined population, but increased <br />th <br />gasoline sales and gas stations.
