(ARG) is pleased to submit this proposal in response to the City of Santa Ana's Request for Qualifications (RFQ) dated August 19, 2020 for Environmental and Planning Services. ARG is able to provide a wide array of project assistance falling within all three services described in the RFQ. Based on our experience and expertise, ARG is prepared to assist with the following: A. Environmental Services • Categorical Exemption • Negative Declaration • Mitigated Negative Declaration • Environmental Impact Report(Program, Focused, Master, Staged) B. Technical Studies Historical Resource Assessment C. Staffing Services • EIR Addendum, Supplemental EIR, Subsequent EIR • Mitigation and Monitoring Program • Response to Comments • NEPA Compliance Documents ARG has a 40-year history of working with local governments across California to provide on -call services and develop technical studies, historic context statements, and other preservation planning documents. With specialized expertise in historic preservation planning and preservation architecture, we bring a unique set of skills and a depth of experience to every project we undertake. Our staff are experts in the California Environmental Quality Act (CEQA), Section 106 of the National Historic Preservation Act, and the National Environmental Policy Act (NEPA), and we are prepared to assist with a wide array of professional services as related to those programs. Our staff have experience with both preservation consulting and working in the public sector, making us particularly qualified to understand the circumstances under which technical studies and related environmental documents are developed and used in local preservation planning.
