2010 EMPG Project Goals & Objectives <br />Applicant Name: City of Santa Ana <br />Operational Area Goals: <br />Overview: The Orange County Operational Area mission is to support comprehensive <br />emergency management and to encourage the improvement of mitigation, preparedness, <br />response and recovery capabilities for all hazards. Funds provided under the Emergency <br />Management Performance Grant will be used to support activities that contribute to Orange <br />County's capability to prepare for, mitigation against, response to, and recover from emergencies <br />and disasters, whether natural or man-made. <br />GOAL/ <br />Goal 1. <br />Objective 1.3 <br />Strengthen our <br />ability to <br />identify and <br />counter <br />emerging <br />threats. <br />Goal 2. <br />Objective 2.1: <br />Enhance state <br />and regional <br />operational <br />capabilities <br />and readiness <br />ACTIVITY <br />Enact policies and build programs <br />that support our statewide ability to <br />develop and deploy strategies and <br />technologies aimed at the prevention <br />of and protection from emerging <br />threats, to include the ability to <br />detect, and ultimately counter, <br />chemical, biological, radiological, <br />nuclear and explosive (CBRNE) <br />devices. Engage in activities that <br />include the development of plans, <br />evaluation of mass -gathering <br />facilities, exercises, assessment of <br />critical infrastructure and allocation <br />of funds based on risk. <br />Enhance the capabilities of the OA <br />through planning, training and <br />exercises to develop/enhance OA <br />jurisdictions and EOC responders. <br />Continue to improve the Emergency <br />Management, Law Enforcement, <br />Fire and Rescue and Public Works <br />mutual aid systems through <br />workshops, revised guidelines and <br />plans, and support of key partner <br />agencies. <br />TASK(S) TO BE COMPLETED <br />Orange County <br />be revising the Weapons of Mass <br />Destructions (WMD)/CBRNE plan. Tasks <br />will include planning meetings, <br />collaboration with all Operational Area — <br />partners, development of plan attachments <br />and job actions sheets. Notification <br />protocols and guidelines to activate other <br />supporting documents including the OA <br />Strategic National Stockpile plan, Disease <br />Outbreak Plan and Chempack will be <br />developed. <br />The Orange County OA also is working on <br />development of a BioWatch Emergency <br />Operations Plan for the Federally <br />administered BioWatch Program. Tasks <br />include identification of mass gathering <br />facilities, prophylaxis procedures and <br />notification protocols. <br />Review and update emergency plans, <br />mutual aid guidance. <br />Update and attend existing training that is <br />provided to the Operational Area. <br />Develop and participate in the Operational <br />Area Exercise. <br />CFDA 97.042 <br />Emergency Management Perfonnance Grant <br />Department of Homeland Security <br />
