RESOLUTION NO. 2021-017 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ACCEPTING THE DONATION OF POLICE K- <br />9 ANIMAL, EQUIPMENT SUPPLIES, AND FUNDING FOR <br />TRAINING FROM JOHANNA SCILLIERI FOR THE SANTA <br />ANA POLICE DEPARTMENT K-9 PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. WHEREAS, the Santa Ana Police Department ("Department") does not <br />currently maintain a K-9 Narcotics Detection Program ("Program") and has <br />implemented the use of such K-9 resources via the assistance of neighboring <br />law enforcement agencies; and <br />B. WHEREAS, the Department will initiate its own K-9 Narcotics Detection <br />Program to provide a valuable narcotics detection resource to assist the <br />Department's Vice/Narcotics Unit; and <br />C. WHEREAS, the addition of this Program will assist the Department in <br />identifying areas in which narcotics are sold that present a blight on the <br />community; and <br />D. WHEREAS, the implementation of this Program will also assist in the seizing <br />narcotics and reducing the amount of investigation hours; and <br />E. WHEREAS, community members contribute funding and supplies to enhance <br />the K-9 program and Police Volunteer Johanna Scillieri, who volunteers up to <br />30 hours per week in the Investigations Bureau at Santa Ana Police <br />Department (SAPD) and who has a passion for animals and the Department's <br />K-9 program, wishes to donate one Police K-9, Poppy, to the Santa Ana Police <br />Department; and <br />F. WHEREAS, Poppy will be trained and certified under the SAPD's program with <br />Centurion K-9 Training and will serve in the Department's K-9 Narcotics <br />Detection Program; and <br />G. WHEREAS, the total cost to Ms. Scillieri to purchase Poppy, including <br />equipment and supplies which she will donate to SAPID is approximately <br />$7,715.11; and <br />Resolution 2021-017 <br />Page 1 of 3 <br />
