RESOLUTION NO. 2021-020 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER AND <br />THE CHIEF OF POLICE OR THEIR DESIGNEE(S) TO <br />ENTER INTO AN AGREEMENT WITH THE STATE OF <br />CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY <br />SERVICES FOR THE FY2021 URBAN AREA SECURITY <br />INITIATIVE FUNDING PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The United States Department of Homeland Security has developed the Urban <br />Areas Security Initiative funding program (UASI). UASI provides funds to local <br />emergency first responders to purchase equipment, planning, training, <br />exercises and technical assistance to enhance security and preparedness to <br />prevent, respond to, and recover from acts of terrorism. <br />B. In FY 2006, the United States Department of Homeland Security combined the <br />Anaheim and Santa Ana Urban Areas into a single Urban Area, and provided <br />for shared administrative responsibilities between Santa Ana and Anaheim. In <br />FY 2021, the City of Santa Ana will be the lead administrative agency for UASI <br />funding. <br />C. The City of Santa Ana has been awarded funding from the California <br />Governor's Office of Emergency Services (CAL OES) for the FY 2021 UASI in <br />the amount of $4,993,750, of which $715,000 is obligated to the Orange County <br />Intelligence Assessment Center. <br />Section 2. The City Council of the City of Santa Ana hereby authorizes the City <br />Manager and/or the Police Chief or their designee(s) to apply for the FY 2021 UASI grant <br />through CAL OES and upon receiving such award, enter into an agreement with CAL <br />OES for the FY 2021 Urban Areas Security Initiative funding program in the amount of <br />$4,993,750, of which $715,000 is obligated to the Orange County Intelligence <br />Assessment Center. The authorization provided herein shall also pertain to any and all <br />grant monies awarded under this grant. <br />Section 3. The City Council of the City of Santa Ana hereby authorizes and <br />directs the City Attorney's Office to prepare and authorizes the City Manager to enter <br />into reimbursement agreements for all grant related program and project activities <br />including planning, organization, equipment, training, exercise and management and <br />Resolution No. 2020-020 <br />Page 1 of 2 <br />
