.WRANCE ON FILE <br />WORK MAY PROCEED A-2020-194-16 <br />o UNTIL INSURANCE MIRES <br />N g•a3•a1c11 �, <br />CLERK OF COUNCIL <br />DATE: <br />AGREEMENT FOR WORKFORCE TRAINING <br />D � C D A (1�$arldy TT <br />THIS SUBAWARD AGREEMENT, made and entered into this 1st day of May, <br />2021, by and between the City of Santa Ana, a charter city and municipal corporation duly <br />organized and existing under the Constitution and laws of the State of California ("CITY") and <br />Brownson Technical School, for -profit corporation identified by the assigned Data Universal <br />Numbering System (DUNS) Number 01067640100000 ("CONTRACTOR"). <br />RECITALS: <br />A. CITY has been designated a Local Workforce Development Area (LWDA) <br />under the Workforce Innovation and Opportunity Act of 2014, Public Law 1-113-128 ("WIOA" <br />or "the Act'), Catalog of Federal Domestic Assistance (CFDA) Number 17.259 and Federal Award <br />Identification Number (FAIN) AA253421455A6. <br />B. The State of California has created the LWDA to administer the Act <br />programs operated by the State of California pursuant to the Act. <br />C. As a LWDA, CITY is entitled to receive federal funds to establish programs <br />to increase the employment, retention and earnings of Participants, and increase occupational skills <br />attainment by Participants, and as a result, improve the quality of the workforce, reduce welfare <br />dependency, and enhance the productivity and competitiveness of the nation. Under WIOA, <br />participants in need of training services may access career training through a list of state -approved <br />schools and their training programs. <br />D. In addition to WIOA, the CITY received funding from the Orange County <br />Social Services Vocational Training grant funded through the California Work Opportunity and <br />Responsibility to Kids Act of 1997, which provides monies for the basic needs of families with <br />children ("CalWORKs" or "SSA"). An important component of CaIWORKs allows for the <br />provision of employment services for parents. Heads of households are provided job training <br />services to help families upgrade job skills with the ultimate goal of self-sufficiency. <br />E. The City intends to utilize the WIOA and SSA Grant Funds to operate a <br />Workforce Training Program in which vocational training courses will be made available to <br />Qualified Participants. Pursuant to the Workforce Training Program, the City desires to contract <br />with public and private organizations, including employers, who are qualified to participate in the <br />City's Workforce Training Program by providing services to Qualified Participants (each, a <br />"Qualified Contractor"). <br />F. CONTRACTOR is a Qualified Contractor that has been selected as one of <br />several vendors that qualified to provide workforce training under the Workforce Training <br />Program. <br />G. CONTRACTOR represents that it is knowledgeable in its field, and is <br />willing to provide workforce training services under the Workforce Training Program pursuant to <br />applicable federal and California laws. <br />Page 1 of 17 <br />
