C-X-XXXX WHEREAS, the Affected Agencies have provided letters of support for the CITY of Santa Ana's Amendment to the MPAH; and WHEREAS, the CITY of Orange has requested to not be a Party to this MOU; and WHEREAS, AUTHORITY provides high quality transit service with 15-minute headways during peak commute hours on the 11 Street corridor and McFadden Avenue corridor;,and WHEREAS, the CITY of Santa Ana proposes to reclassify the 1st Avenue corridor as part of the Amendment to the MPAH; and WHEREAS, the reclassifications of the 1st Street result in lane reductions; and WHEREAS, lane reductions on the 18t Street in reduced travel speeds and therefore longer average ridership; and t WHEREAS, improvements have been,,identifi operational integrity of the MPAH system, and mainta' iF service; and WHEREAS, Santa Ana, Fountain beet corridor and McFadden Fadd 'Avenue corridor will t \j 4/ n Avenue corridor may result which in turn may lower bus 3ntial impacts, preserve the AUTHORITY's high -quality transit agency for Orange County, and the CITIES of into an MOU to work as partners to mitigate impacts from the"CITY of SantaAna's requested Amendment to the MPAH; and /WHEREAS, AUTHORITY's Board of Directors approved this Amendment to the MPAH, subject to approYal,of a general planamendment by the CITIES of Santa Ana and Orange, and authorized negotiationand execution ofan MOU with the cities of Santa Ana, Fountain Valley, and Tustin for the implementation ofproposed intersection mitigation improvements on November 9, 2020. Exhibit C to this MOU contains the background for the Amendment to the MPAH, as it is the Staff Reportapproved by the AUTHORITY's Regional Planning & Highways Committee on November 2, 2020 and by the AUTHORITY's Board of Directors on November 9, 2020; and 3
