Why Extend? <br />The temporary implementation of this program is intended to provide a 12- <br />month period of time for staff to observe the effectiveness of the measures in <br />a fully open economy and will aid in a thorough and comprehensive <br />assessment of their impacts. <br />The 12-month period is intended to provide an entire calendar year to review <br />the possible impacts of the implementation of this program through the <br />summer season, back -to -school period in the fall, winter holiday shopping <br />season, post -holiday shopping period, and spring. <br />
