EXHIBIT A <br />SCOPE OF SERVICES <br />A. Development and Facilitation of RFP for Medical Provider <br />Develop and facilitate a request for proposals designed to solicit proposals from providers of <br />comprehensive medical services adequate to the needs and responsibilities of the Santa Ana Jail on a <br />24 hours per day, 7 days per week -basis to include, but not be limited to the following: <br />i. <br />medical staffing; <br />ii. <br />fit for confinement evaluations; <br />iii. <br />sick call; <br />iv. <br />triage; <br />V. <br />physician services; <br />vi. <br />specialty mental health services; <br />vii. <br />infectious disease treatment and control; <br />viii. <br />medical screening and physicals; <br />ix. <br />special population services; <br />x. <br />preventive education and counseling; <br />xi. <br />emergency care; <br />xii. <br />hospitalization; <br />xiii, <br />medical policies and procedures; <br />xiv. <br />medical detoxification; <br />xv. <br />specialty diets <br />xvi. <br />pharmaceuticals and dispensing; <br />xvii. <br />dental and mental health services; <br />xviii. <br />utilization review; <br />xix. <br />coordination of offsite care; <br />xx. <br />quality assurance; and <br />xxi, <br />risk management. <br />B. Needs Assessment <br />Conduct an onsite needs assessment in support of part A of this scope of services addressing at <br />minimum the following areas: <br />• Inmate access to care <br />• Responsible health authority <br />• Medical Autonomy (designated responsible physician) <br />• Administrative meetings and reports <br />• Policies and procedures <br />• Continuous quality improvement programs <br />• Emergency response plan <br />• Communication with special needs patients <br />• Privacy of care <br />• Procedure in the event of inmate death <br />
