Public Works Agency <br />https://www.santa-ana.org/ <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />January 19, 2021 <br />TOPIC: Approve Cooperative Agreement with the City of Irvine <br />AGENDA TITLE: <br />Approve cooperative agreement with the City of Irvine for grant -funded traffic signal <br />synchronization on Segerstrom Avenue/ Dyer Road/ Barranca Parkway for a maximum <br />amount of $259,224 and term effective until December 31, 2025 (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a cooperative agreement with the City of Irvine in <br />the amount of $259,224, to implement a Traffic Signal Synchronization Corridor (Project <br />No. 21-6982) on Segerstrom Avenue/ Dyer Road/ Barranca Parkway, for the term <br />beginning upon approval of the agreement by the City of Santa Ana and the City of Irvine, <br />and effective until December 31, 2025, with an option to be extended with mutual consent <br />of all parties for a term to be determined upon extension, subject to non -substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On March 3, 2020, the City Council authorized staff to submit joint applications with the <br />Cities of Irvine and Fountain Valley, and the California Department of Transportation <br />(Caltrans) to the Orange County Transportation Authority (OCTA) to request funding <br />consideration for the renewed Measure M2 Regional Traffic Signal Synchronization <br />Program. <br />On May 11, 2020, the OCTA Board approved the renewed Measure M2 Regional Traffic <br />Signal Synchronization Program funding request for the Segerstrom Avenue/ Dyer Road/ <br />Barranca Parkway project (Exhibit 1). While the City of Irvine will act as the lead agency <br />for the project, a cooperative agreement is needed to identify the roles and responsibilities <br />of each participating agency, which includes agreement oversight by the City of Irvine to <br />maintain inter -jurisdictional synchronization on the project during the three-year grant <br />period, and the City of Santa Ana's match requirement of $259,224 (Exhibit 2). Upon <br />project completion, responsibility for ongoing signal maintenance will revert to the <br />respective local agencies. <br />
