Finance and Management Services <br />www.santa-ana.org/finance <br />Item # 24 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />January 19, 2021 <br />TOPIC: Approve Agreement with HdL Coren & Cone <br />AGENDA TITLE: <br />Approve agreement with HDL Coren & Cone for property tax consulting and auditing <br />services for up to a five-year period for an amount not to exceed $206,250 (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with HdL Coren & Cone (HdLCC) <br />for Secured and Unsecured Property Tax Revenue Auditing and Consulting Services for <br />a period beginning February 1, 2021 through January 31, 2024 for an amount not to <br />exceed $122,250 which includes a contingency of $52,500, plus two one-year extensions <br />exercisable by the City Manager for an amount not to exceed $84,000 which includes a <br />contingency of $37,500 for a total combined amount not to exceed $206,250, subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />Meeting Date Display <br />DISCUSSION <br />Property tax is the second largest General Fund revenue source, with an estimated <br />revenue of $75.9 million for Fiscal Year 2020-2021 and represents 25 percent of the City's <br />total General Fund revenue. The City has recently concluded its previous property tax <br />consultant agreement for property tax services, which has been used to provide budget <br />planning, revenue forecasting, trend analysis, and other property tax services. Therefore, <br />on October 1, 2020, a Request for Proposals (RFP No. 20-126) for Property Tax Revenue <br />Auditing Recovery, Reporting, Analysis, and Legislative/State Agency Liaison and <br />Implementation Monitoring Services was issued. The City received two proposals on <br />November 2, 2020 and a selection committee from the Community Development and <br />Finance and Management Services Agencies evaluated them. The evaluation was based <br />on the following criteria: <br />• Professional Consultant/Contractor Qualifications 15% <br />• Professional Consultant/Contractor Experience 15% <br />• Client References 15% <br />• Proposed Scope of Services 35% <br />
