EXHIBIT A <br />Appendix <br />ATTACHMENT I <br />SCOPE OF WORK <br />CITY OF SANTA ANA <br />REQUEST FOR PROPOSALS <br />SPILL RESPONSE, HAZARDOUS WASTE DISPOSAL, AND <br />STORM DRAIN FACILITY MAINTENANCE SERVICES <br />RFP NO.21-004 <br />INTRODUCTION/BACKGROUND <br />The City of Santa Ana is 27.2 square miles and is located in central Orange County, California. <br />Santa Ana is the most densely populated city in the county, with a total population of 338,247 and <br />approximately 12,435 people per square mile. Santa Ana sits within three major watersheds: the <br />Newport Bay watershed, the Santa Ana River watershed, and the Anaheim Bay/Huntington <br />Harbour watershed. <br />The City of Santa Ana is a co-permittee under the North Orange County Municipal Separate Storm <br />Sewer System (MS4) Permit (Order No. R8-2009-0030, as amended by Order No. R8-2010- <br />0062). The Permit presents a series of technical, legal, and regulatory challenges to the City and <br />as a result, the City has established a rigorous National Pollutant Discharge Elimination System <br />(NPDES) compliance program. <br />The Permit requires the City to reduce pollutants discharged in urban runoff to the "Maximum <br />Extent Practicable". In order to comply with the Permit, the City is required to clean and maintain <br />its MS4 and treatment control Best Management Practices (BMPs), respond to and eliminate <br />illegal discharges and illicit connections, and conduct cleanup of pollutants that could potentially <br />impact the MS4. <br />The City's stormdrain system includes, but is not limited to: <br />• 1,600 stormwater catch basins, of which 1,275 have been retrofitted with Connector Pipe <br />Screen (CPS) units and 139 have been retrofitted with Auto -Retractable Screens (ARS) <br />• 215 culverts <br />• 20 open channels <br />• One stormwater lift station <br />• Treatment control BMPs, such as: <br />■ Continuous Deflective Separation (CDS) Unit <br />• Bioretention Basins <br />• BioswalesNegetated Swales <br />City of Santa Ana RFP 21-004 Page Al-1 <br />
